Description

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: 1. The External Collaborator Based will prepare a research report and technical guidance for the Office and constituents on reviewing the use of exceptions to ILO Convention No. 138 on Minimum Age relating to family undertakings, particularly in agriculture, and light work. The guidance should:

  • Describe how Member States have applied Convention No. 138 Articles 4, 5 and 7, highlighting good practices and lessons learned.
  • Consider the situation of Member States that have not invoked Articles 4 or 5 but have not established a minimum age for work in family undertakings. Provide practical guidance on preventing, identifying and addressing hazardous child labour on family and smallholder farms, drawing on existing ILO tools and guidance.
  • Highlight good legal, policy and programmatic practices relating to Article 7 and, for Member States that have not applied this provision, propose criteria for assessing whether permitting light work would be appropriate, taking into account the observations of the Committee of Experts on the Application of Conventions and Recommendations (CEACR).
