Key Responsibilities

Operating as a strategic business partner under the direct supervision of the Chief Field Office, the Operations Officer ensures optimal utilization of assets, financial sustainability, and risk management to support UNICEF's localized child survival and protection initiatives.

The role is structured around five strategic pillars: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, and Valuing Partners. Key actions include:

• Operational Support: Coordinating day-to-day services across essential functions including budgeting, public finance reporting, facility management, HR support, safety, and administration.
• Supply & Logistics: Driving supply chain interventions to ensure Value for Money (VfM) in procuring essential project materials and services.
• Facilities & ICT: Overseeing local office premises with an emphasis on environmental sustainability, accessibility, and modern IT controls.
• Audit & Risk Management: Supporting country offices during internal and external audit reviews, preparing responses to audit queries, and implementing corrective actions.
• Transaction Stewardship: Facilitating regional transactions managed by the Global Shared Services Centre (GSSC) to prevent fraud and ensure operational efficiency.

Requirements & Qualifications

Minimum Requirements

• Education: Bachelor's degree (First Level University Degree) in business administration, financial management, accounting, public finance, supply chain logistics, human resources, or a closely related field.
• Work Experience: Minimum of one (1) year of professional experience in one or more core operations management sectors (e.g., budget, finance, administration, supply chain, or HR).
• Technical Competencies: Demonstrated understanding of Results-Based Management principles and proficiency in Microsoft Office applications.
• Languages: Fluency in French (written and spoken) and intermediate-level knowledge of English is required.

Preferred Qualifications

• Experience working within the United Nations (UN) system, international NGOs, or a public/private corporation in a developing country or humanitarian emergency context.
• Hands-on experience with Corporate ERP systems (Enterprise Resource Planning) and International Public Sector Accounting Standards (IPSAS).
• Professional licenses or certifications from internationally recognized professional institutions.
• Familiarity with local Malagasy or additional official UN languages.
